UPNVJ Rector Reaffirms Commitment to Advocate for Non-ASN Lecturers

Enviro News Asia, Jakarta — The leadership of Universitas Pembangunan Nasional “Veteran” Jakarta (UPNVJ) reaffirmed its full commitment to advocating for the rights and employment status of 56 non-civil servant (non-ASN) lecturers who have yet to be included in the Government Employee with Work Agreement (PPPK) or ASN scheme. This initiative aims to ensure the continuity of their academic careers in line with national regulations.

The university’s efforts cover all permanent non-ASN lecturers at UPNVJ who have not been appointed as ASN, grouped into three categories: (1) lecturers who participated in the civil servant recruitment process but did not pass, thus ineligible for PPPK selection; (2) lecturers who were pursuing higher studies and unable to participate in the test; and (3) lecturers who intended to apply for PPPK but were not provided with available positions. Additionally, the university is extending similar efforts to those who have chosen not to become ASN yet wish to remain permanent lecturers within UPNVJ.

During the Rector’s Meeting with university leadership regarding the Status of Permanent Non-ASN Lecturers, held virtually on Monday, October 6, 2025, UPNVJ Rector Prof. Dr. Anter Venus, M.A., Comm., emphasized that the university has undertaken various concrete measures to ensure these lecturers can continue working within UPNVJ.
“UPNVJ values their contributions. They are vital assets who have demonstrated total commitment, compliance with regulations, and positive work ethics. Their presence is essential for the university’s development,” stated Prof. Venus.

Dr. Ahmad Ahsin Thohari, S.H., M.H., Head of the Bureau of Planning, Finance, and General Affairs at UPNVJ, explained that this situation arises from national policy frameworks, including Government Regulation No. 49 of 2018 on PPPK Management, Law No. 20 of 2023 on ASN, and Circular Letter of the Secretary General of Kemendikbudristek No. 68446/A.A3/TI.00.02/2021. These regulations prohibit the recruitment of non-ASN personnel into ASN-designated roles and require the reorganization of non-ASN staff by December 2024.
“UPNVJ is working to ensure that permanent lecturers maintain a legitimate foundation for their service,” the Rector asserted.

Prof. Venus also addressed misinformation circulated by certain individuals suggesting that the university leadership intended to downgrade the employment status of permanent non-ASN lecturers to contract-based staff. He clarified that this claim is entirely unfounded. In fact, in 2023, the Rector’s initiative converted their employment status to permanent lecturers under the Public Service Agency (BLU) scheme, ensuring legal protection of their rights while aligning with UPNVJ’s status as a State University with BLU financial management.

Regarding the use of the Unique Educator and Education Personnel Number (NUPTK), Prof. Venus explained that the data synchronization policy is a national directive and not an attempt to impose contractual status. “This adjustment aligns with the ASN Law and the Director General of Higher Education, Research, and Technology Circular No. 0502/E.E4/RHS/DT.04.01/2024,” he clarified.

The Rector further emphasized that the current staff reorganization process is part of a mandatory national policy applicable to all public institutions. UPNVJ’s steps are intended to safeguard the rights of non-ASN lecturers and secure their continued service under lawful employment arrangements.
