China Strengthens Rural Water Supply System Through New Policy Measures

Enviro News Asia, Beijing — The government of China has issued a new circular aimed at improving the operation and maintenance of rural water supply systems, as part of broader efforts to enhance water security and service reliability.

The policy, jointly released by the Ministry of Water Resources of China and five other government departments, outlines key priorities to establish a standardized system covering the entire water supply chain—from sources to household taps.

The circular emphasizes ensuring both water quantity and quality, strengthening emergency water supply capacity, and advancing pricing reforms to support sustainable management.

Authorities will also focus on improving service reliability, particularly in less-developed regions where rural water infrastructure remains vulnerable. Measures will target weak points in the system to ensure more consistent and safe water access.

In addition, the policy calls for gradual progress in pricing reform while maintaining affordability and protecting public welfare. The government highlighted the importance of balancing cost recovery with social equity.

To support long-term sustainability, the circular encourages diversified funding mechanisms, including greater participation from private investors through integrated models combining investment, construction, and operation, while public funds will continue to play a guiding role.

China has made notable progress in expanding rural water access in recent years. By the end of 2025, rural tap water coverage had reached 96 percent nationwide, reflecting significant improvements in infrastructure and service delivery. (*)
