Government Begins Public Outreach on Mangrove Ecosystem Protection and Management Regulations

Enviro News Asia, Jakarta – Vice Minister of Environment, Diaz Hendropriyono, officially opened a public forum to socialize two newly issued Government Regulations (PP): PP No. 26 of 2025 on the Environmental Protection and Management Plan (RPPLH) and PP No. 27 of 2025 on Mangrove Ecosystem Protection and Management (PPEM).

These two regulations are considered strategic breakthroughs to strengthen evidence-based and sustainable environmental governance.

“Rainfall hasn’t been extremely high, yet many areas flood easily,” said Diaz Hendropriyono in an official statement from the Ministry of Environment on Tuesday (July 29, 2025).

According to Hendropriyono, these disasters are clearly the result of poor spatial planning, land-use changes, forest conversion, construction in watershed areas and peatlands, and a lack of green open spaces. “Going forward, our development must place greater emphasis on environmental considerations,” he emphasized.

The forum was attended by representatives from various strategic ministries and institutions, including the Coordinating Ministry for Food Affairs, Cabinet Secretariat, Environmental Fund Management Agency, Ministry of Finance, National Development Planning Agency, Ministry of Home Affairs, Ministry of Agriculture, the Indonesian National Police, and many other institutions.

Sigit Reliantoro, Deputy for Environmental Governance and Sustainable Natural Resources at the Ministry of Environment, stressed that RPPLH and PPEM incorporate long-term planning approaches based on environmental data and science. “RPPLH is scenario planning — it lays out a 30-year plan, so we must first understand our current baseline conditions,” said Sigit.

Vice Minister Diaz also reminded participants that the issuance of these two regulations fulfills a long-standing mandate of Law No. 32 of 2009, which is only being realized 16 years later. He called on related ministries, agencies, and local governments to immediately prepare derivative regulations, including regional RPPLH regulations, to ensure effective implementation. (*)
