Idle for a Decade, Environment Minister Urges West Java Government to Immediately Operate Lulut-Nambo Waste Processing Facility

Enviro News Asia, Bogor — Minister of Environment/Head of the Environmental Control Agency (KLH/BPLH), Hanif Faisol Nurofiq, has urged the West Java Provincial Government to accelerate the operation of the Lulut-Nambo Final Waste Processing and Management Facility (TPPAS) in Bogor Regency, which has been stalled for more than 10 years.

TPPAS is a facility designed to process and manage waste until it reaches the final stage before being safely disposed of or returned to the environment.

Unlike conventional landfills (TPA), which often serve only as dumping grounds, TPPAS facilities are more modern and planned, incorporating waste treatment processes.

“This Lulut-Nambo project requires immediate operational steps from the provincial government, especially since this is a new administration. We expect acceleration measures to be taken, including the activation of RDF technology,” said Minister Hanif in an official statement from the Ministry of Environment.

During his visit to the site in Klapanunggal District, Bogor, Minister Hanif noted that the prolonged delay has become a serious concern for the central government.

The Lulut-Nambo facility is projected to accommodate and process waste from four surrounding districts and municipalities.

According to him, the implementation of Refuse Derived Fuel (RDF) technology at Lulut-Nambo holds great potential.

Two major cement industries nearby are ready to absorb RDF output, enabling faster waste management solutions while also supporting the supply of environmentally friendly alternative energy.

“The infrastructure is already in place; it just needs new machinery. Within three to four months, it could be operational. The site is also very close—only about four kilometers from Indocement, which has a capacity of over 1,000 tons per day,” Minister Hanif explained.

However, Minister Hanif admitted that the main obstacles are non-technical in nature. He pressed the West Java Government to take concrete action to ensure accelerated operation.

Meanwhile, Head of the West Java Environmental Agency, Ai Saadiyah Dwidaningsih, said that the provincial government has officially terminated the previous partnership related to the Lulut-Nambo project.

“On July 22, 2025, the governor issued a letter of termination for the cooperation. We are now conducting an audit with the West Java Development Finance Comptroller (BPKP) to assess the assets at Nambo,” Ai said.

She added that her office would soon formulate a new cooperation scheme in line with the Minister’s directive and opened the possibility of partnering with PT Indocement as a strategic partner. (www.upnvj.ac.id)
