Enviro News Asia, Paris – The Adaptation Committee released a new report on September 2, 2025, detailing how developing countries are enhancing governance structures and stakeholder participation to boost national climate adaptation efforts. The report synthesizes information from national submissions and other sources, identifying effective practices across key stages, including impact assessment, planning, implementation, and ongoing evaluation.
The report emphasizes that inclusive governance and cross-sector coordination have helped these countries build resilience while ensuring adaptation actions remain effective, equitable, and sustainable. It follows a previous decision by Parties under the Paris Agreement that acknowledged the significant adaptation advancements made by developing nations.
The first report focused on how developing countries address climate hazards such as droughts, floods, cyclones, and sea level rise, highlighting integrated strategies involving ecosystems, infrastructure, early warning systems, and policy reforms.
The second report, published in 2022, examined adaptation costs and financing, noting that 76 developing countries provided quantitative cost estimates tied to national climate plans and initiatives to improve financial tracking and institutional capacity.
The latest report, released in 2025, investigates the governance, legal frameworks, and stakeholder engagement central to translating planning and budgeting into tangible adaptation actions. It highlights the active involvement of Indigenous Peoples, women, youth, civil society, academia, and private sectors in strengthening legitimacy and commitment.
Despite progress, challenges persist, including restricted access to finance, limited institutional capacity, difficulties in maintaining stakeholder participation, and issues related to political instability and data availability. The report calls for coordinated efforts, increased support, and sustained investment to overcome these barriers.
Looking ahead, the Adaptation Committee plans to publish the next synthesis report in 2026. The committee will discuss the report’s scope during its 28th meeting scheduled for September 15-19, 2025, which will be available via live webcast. (*)
