Enviro News Asia, Bogotá — Colombia has become the first country to submit its second Biennial Transparency Report (BTR2) under the Paris Agreement’s Enhanced Transparency Framework (ETF), marking an important milestone in global climate transparency. Colombia submitted the report on August 8, well ahead of the December 31, 2026 deadline.
The BTR2, submitted alongside Colombia’s fourth National Communication to the UN Framework Convention on Climate Change, covers the country’s greenhouse gas emissions and removals inventory, progress toward its nationally determined contribution (NDC), mitigation policies, climate impacts and adaptation measures. It also includes information on climate finance, technology transfer, capacity-building, Action for Climate Empowerment, research and systematic observation.
UN Climate Change said Colombia’s submission demonstrates progress in national reporting capacity and transparency systems. The second report builds on Colombia’s first BTR while incorporating methodological improvements and stronger approaches to tracking climate progress, providing better information for policymakers to strengthen mitigation and adaptation measures.
Transparency is a key component of the Paris Agreement because it helps build trust, assess whether climate commitments are being implemented and provide evidence for stronger climate action. The latest submission comes as countries prepare for the second Global Stocktake at COP31. UN Climate Change has encouraged other Parties that have submitted their first BTR to complete their second reports by the end of 2026, while continuing to provide technical assistance and capacity-building support to developing countries.
