Enviro News Asia, Jakarta – The Human Resources Development Agency (BP2SDM) of the Ministry of Forestry (Kemenhut) organized competency tests for functional positions throughout August 2025 in eight provinces. The agency collaborated with local governments to conduct these assessments aimed at enhancing the capacity, professionalism, and integrity of forestry personnel.
The competency tests comply with the Minister of Administrative and Bureaucratic Reform Regulation No. 1 of 2003, which mandates that functional officials seeking promotion, transferring into functional roles, or moving from skill-based to expertise-based functional positions must participate in and pass the competency evaluation. The tests assess three core competencies: knowledge, skills, and attitudes, ensuring that candidates are qualified to hold their respective positions.
BP2SDM facilitated the competency tests as part of its commitment to sustainable forest management and institutional transformation. The agency integrates this initiative within its Forestry Human Excellence framework, emphasising the development of adaptive, innovative, and competitive forestry human resources in response to global challenges.
A total of 256 forestry officials, including Forestry Police Officers, Forest Ecosystem Controllers, and Forestry Extension Officers, participated nationwide.
Tuti Herawati, Head of the Center for Planning and Human Resource Development at BP2SDM, stated in Jakarta on August 28, 2025, that the competency tests represent a critical part of the agency’s institutional transformation. She said, “BP2SDM now functions as the Ministry’s core system for delivering superior human resources. Through Forestry Human Excellence, we commit to developing forestry personnel who are not only technically proficient but also visionary, adaptive, and highly integrous. The competency tests ensure every functional official meets recognized standards and is prepared to face global forestry management challenges.”
This competency testing initiative supports the forestry sector’s strategic objectives, including achieving the FOLU Net Sink 2030 target and promoting sustainable development focused on forest ecosystem preservation and community welfare. (*)
