Enviro News Asia, Shenyang — China is intensifying its efforts to strengthen agriculture, rural revitalization, and healthcare systems as part of its preparation for the upcoming 15th Five-Year Plan (2026–2030). During an inspection tour across several regions, including Tongliao in Inner Mongolia and Shenyang in Liaoning Province, Chinese Vice Premier Liu Guozhong emphasized the need for concrete actions to secure national food security, improve rural livelihoods, and advance scientific innovation in the biopharmaceutical sector.
As a member of the Political Bureau of the Communist Party of China (CPC) Central Committee, Liu underscored that the completion of annual agricultural and healthcare tasks is crucial to laying a solid foundation for the next phase of the nation’s economic and social development. “Efforts must be made to stabilize agricultural production, strengthen disease prevention, and ensure sustainable progress in rural areas,” Liu stated during his visit to agricultural enterprises and industrial parks.
Liu’s inspection covered a range of sectors vital to China’s domestic resilience—crop production, food processing, agricultural technology, and biopharmaceutical research and development (R&D). He urged local authorities to ensure the timely collection and storage of autumn grain, alongside the swift planting of winter crops to maintain stable cultivation areas and guarantee a consistent food supply.
Highlighting the importance of food diversification, Liu called for measures to boost the supply of non-staple foods and stabilize market prices, noting that ensuring food security goes hand in hand with improving the income and living standards of rural residents. He also stressed that policies should prioritize the modernization of rural infrastructure and the steady enhancement of the rural environment to reduce the urban-rural development gap.
With the onset of autumn and winter—seasons when infectious diseases tend to spread more easily—Liu urged local governments to reinforce early-warning systems, strengthen monitoring and public health communication, and implement comprehensive disease prevention and control strategies. “A proactive health management system is vital for ensuring community well-being and maintaining economic stability,” he added.
In addition to agriculture and healthcare, Liu placed significant focus on innovation-driven growth in the biopharmaceutical industry. He encouraged stronger policy support and collaboration between research institutions and private enterprises, identifying corporate R&D as a cornerstone of scientific advancement. According to Liu, fostering innovation capacity within the biopharma sector will not only drive high-quality economic development but also position China as a leader in global biomedical breakthroughs.
