Indonesia Showcases New Leadership in the Global Carbon Market at COP30

Enviro News Asia, Belém — Indonesia reaffirmed its concrete steps as a key player in the global transition toward a green economy. During the 30th Conference of the Parties (COP30) in Belém, Brazil, Minister of Environment and Head of the Environmental Control Agency (KLH/BPLH), Hanif Faisol Nurofiq, launched the High-Integrity Carbon Credit-Based Climate Cooperation Initiative — a strategic platform connecting project developers, financial institutions, and international buyers.

This move goes beyond climate diplomacy, representing Indonesia’s tangible commitment to accelerating green finance and expanding the national carbon market. At the Indonesia Pavilion during COP30, KLH/BPLH introduced 44 carbon project sites with potential transactions reaching 90 million tons of carbon equivalent (tCO₂e) — one of the largest portfolios among developing nations.

“Presidential Regulation No. 110/2025 provides governance certainty, while this forum demonstrates that high-integrity carbon credits deliver dual value — reducing emissions and driving the economy. Through collaboration with banks and businesses, Indonesia is ready to lead the market with high standards and inclusive benefits,” said Minister Hanif.

Hanif emphasized that the success of COP30 should not be measured merely by negotiations but by the tangible actions taken by each country. “This is the moment of proof. Indonesia is showing that carbon credits can serve as a concrete instrument to generate economic value while ensuring environmental sustainability,” he stated.

The program is designed as a long-term climate financing strategy, with revenues from carbon credit transactions directed toward supporting environmental restoration, sustainable waste management, and community empowerment.

The momentum to strengthen the national carbon market also received political support from the Deputy Speaker of the People’s Consultative Assembly (MPR RI), Eddy Soeparno, who attended the “Scaling Up Carbon Markets” session. He emphasized the importance of inclusivity in the carbon economy.

“The carbon market must benefit all groups, including indigenous peoples and communities that protect forests and mangroves. The economic value of carbon should not stop at the industrial level but must also empower communities,” Eddy asserted.

He also highlighted legislative support for developing a robust carbon trading ecosystem. “The MPR and DPR will ensure regulatory continuity, from implementing Presidential Regulation No. 110/2025 to the drafting of the Climate Change Management Act and revisions of the Electricity and Oil & Gas Laws,” he added.

In the same session, Pertamina NRE signed cooperation agreements with Bank Mandiri and CIMB Niaga, strengthening synergy between the energy and banking sectors in risk management and carbon transaction financing. PNRE targets the sale of 37,000 tCO₂e during COP30 — consisting of 21,000 tCO₂e from the Sei Mangkei Biogas Power Plant (PLTBg) and 16,000 tCO₂e from the Lahendong Geothermal Power Plant Units 5 & 6 — as proof of Indonesia’s readiness to supply MRV-compliant (Measurement, Reporting, Verification) and globally competitive carbon credits.

Toward a Transparent and Trusted Carbon Market

Moving forward, KLH/BPLH will strengthen carbon market governance through a national registry, standardized verification, and integration with the Indonesia Carbon Exchange (IDXCarbon) to ensure every transaction is traceable, measurable, and provides tangible benefits.

“Carbon credits are not merely a trading instrument but part of Indonesia’s climate policy diplomacy. Each ton of CO₂e traded must equate to transparent emission reductions and real benefits for communities,” concluded Minister Hanif.

Indonesia’s actions at COP30 mark a paradigm shift from commitment to implementation — positioning the country not just as a participant but as a leader in the emerging architecture of a high-integrity and inclusive global carbon market. (*)
