Minister of Environment Leads Sealing of Four Environment-Damaging Hotels

Enviro News Asia, Jakarta – The Minister of Environment/Head of the Environmental Control Agency (KLH/BPLH), Hanif Faisol Nurofiq, conducted a surprise inspection and sealed four hotels in the Puncak area, Bogor, for causing environmental damage on Saturday (09/08/2025).

“There is no compromise for environmental polluters. This sealing is a firm step to save the Ciliwung River from its upstream sources and ensure that every business actor complies with the regulations,” stressed the Minister of Environment/Head of the Environmental Control Agency (KLH/BPLH), as stated in the Ministry’s official press release.

The four hotels sealed and marked with warning boards and PPLH tape by the Environmental Law Enforcement Directorate (GAKKUM KLH/BPLH) were Griya Dunamis by SABDA, Taman Teratai Hotel, The Rizen Hotel, and New Ayuda 2 Hotel/Hotel Sulanjana.

All were proven to have committed serious violations of environmental approval provisions, including discharging untreated wastewater directly into the Ciliwung River.

One of the most blatant cases was The Rizen Hotel, which contributed the largest share of water pollution as it had no wastewater treatment plant (WWTP).

Field inspections revealed several violations:

No environmental documents or approvals as mandated by regulations;

No technical approval for meeting wastewater quality standards;

No treatment of domestic wastewater (grey water) from restaurants, lodging facilities, toilets, offices, and prayer rooms;

Discharging wastewater directly into the ground or to septic tanks without further treatment;

Overflow of domestic waste flowing directly into tributaries leading to the Ciliwung River; and

No records or monitoring of wastewater quality.

In addition, Hotel Sulanjana, Taman Teratai Hotel, and Griya Dunamis did not have business permits for lodging operations.

Deputy for Environmental Law Enforcement, Police Inspector General Rizal Irawan, emphasized that these violations not only damage the environment but also threaten public health.

“These hotels receive guests every day but completely neglect environmental obligations. There is zero tolerance for businesses that ignore the rules, especially those dumping waste directly into the ground,” said Rizal.

KLH/BPLH data shows that in the first segment of the Ciliwung River (Puncak, Bogor), there are 22 three-star and above hotels with potential to pollute the environment.

Four have been sealed, and the rest will be inspected in stages.
“Today we sealed four hotels, and inspections will continue until all 22 three-star and above hotels are checked and acted upon if they violate the rules,” said Minister Hanif.

Once the star-rated hotels are addressed, enforcement will move on to Melati-class hotels in the same segment, then to segment two, and so on.

According to KLH/BPLH, upstream pollution greatly contributes to the declining water quality of the Ciliwung River.

Monitoring shows pollutant parameters such as BOD, COD, and TSS in the upstream section already exceeding quality standards set in Government Regulation No. 22 of 2021 on Environmental Protection and Management.

In addition to hotel enforcement, KLH/BPLH has also disciplined 33 businesses violating environmental management regulations in the upstream Ciliwung watershed.

During the July 27, 2025 inspection, of the 33 businesses whose permits were revoked, only some had begun dismantling.

“From today’s review, eight gazebos and one restaurant have been dismantled, which is commendable,” said Minister Hanif.

However, more than half have yet to take concrete action, prompting the Minister to issue an ultimatum for dismantling to be completed by the end of August, or the state will carry it out.

Director of Complaints and Supervision, Ardyanto Nugroho, stressed that ignorance is no excuse. “Having environmental documents, treating wastewater, and meeting quality standards are absolute requirements. All business operators must fulfill them from the start of operations—no one can neglect them. We will continue to inspect other hotels. Our hope is to improve the water quality of the Ciliwung River,” said Ardyanto Nugroho. (*)
