Ministry of Environment and Ministry of Energy and Mineral Resources Collaborate to Accelerate Energy Security

Enviro News Asia, Jakarta – The Ministry of Environment and the Ministry of Energy and Mineral Resources (ESDM) have agreed to cooperate in the protection and management of the environment as well as the energy and mineral resources sector. One of the key aspects of this collaboration is the structuring of permits in the environmental and energy sectors to achieve energy security in line with President Prabowo Subianto’s Asta Cita vision.

To mark the start of this cooperation, Minister of Energy and Mineral Resources Bahlil Lahadalia and Minister of Environment Hanif Faisol Nurofiq signed a Memorandum of Understanding (MoU) on the Synergy of Duties and Functions in Environmental Protection and Management, as well as the Energy and Mineral Resources sector.

In his remarks, Bahlil emphasized that cooperation with the Ministry of Environment is a collaborative step toward realizing green energy and industry. He acknowledged that the transition to green energy requires significant investment but reaffirmed that this is a shared commitment for a more sustainable future.

“We must collaborate because future development is moving towards sustainability—whether in green energy, green industry, or good environmental governance,” said Bahlil at the Ministry of Energy and Mineral Resources office in Jakarta on Wednesday (February 26).

Minister of Environment Hanif Faisol Nurofiq explained that this collaboration aims to ensure more environmentally friendly energy management while supporting climate change mitigation efforts.

Hanif also revealed that the Ministry of Environment has established special channels to accelerate environmental approvals in national energy development. Additionally, effective synergy in managing mineral and coal mining is considered crucial to ensuring mining activities remain aligned with environmental conservation efforts.

“We have provided special pathways for activities related to national energy supply. Regarding the implementation of mineral and coal mining, there are certain aspects that we need to align further,” Hanif stated.

The collaboration with the Ministry of Environment is focused on structuring and expediting permits in the environmental and energy sectors to achieve energy security and self-sufficiency.

This cooperation also plays a role in advancing downstream industrialization to increase domestic added value. Other key aspects include regulatory alignment and simplification, as well as the implementation of the energy mix target and the Net Zero Emission (NZE) program. The MoU will later be followed up with Cooperation Agreements (PKS) covering all ESDM subsectors.

The agreed scope of the MoU includes:

  1. Exchange and utilization of data and/or information;
  2. Structuring and expediting permits in the environmental and energy and mineral resources sectors to achieve energy security and self-sufficiency, as well as advancing downstream industrialization for increased domestic added value;
  3. Synergy in pollution and/or environmental damage prevention;
  4. Synergy in law enforcement in the environmental and energy and mineral resources sectors;
  5. Regulatory alignment/simplification to accelerate the implementation of duties and functions in the environmental and energy and mineral resources sectors;
  6. Implementation of energy mix targets and the Net Zero Emission program based on Nationally Determined Contributions (NDC);
  7. Enhancement of human resource competencies;
  8. Utilization of facilities and infrastructure; and
  9. Other activities agreed upon by the parties in accordance with the objectives of this MoU.

For reference, this MoU strengthens the previous Memorandum of Understanding between the Ministry of Energy and Mineral Resources and the Ministry of Environment and Forestry on Enhancing Coordination in the Implementation of Duties in the Environmental and Forestry Sector, and the Energy and Mineral Resources Sector, which was signed in 2019 and expired in 2024.
