PLN EPI Ensures Power Plant Primary Energy Supply Ahead of Eid al-Fitr

Enviro News Asia, Jakarta – PT PLN Energi Primer Indonesia (PLN EPI) has ensured that the management of primary energy supplies for Indonesia’s power plants remains secure and well-coordinated ahead of the upcoming Eid al-Fitr 1447 H.

Electricity demand is expected to rise significantly during the holiday period due to increased public mobility and festive activities. Ensuring the availability of primary energy, particularly coal, is therefore crucial to maintaining reliable electricity supply across the country.

The company stated that the supply management system has been designed with structured and accountable mechanisms to guarantee the stability of electricity generation, especially during peak demand periods such as the Eid holiday.

According to Mamit Setiawan, Corporate Secretary of PLN EPI, the system ensures that power plants receive coal in the right quantity, at the right time, and from the right sources.

He explained that the determination of coal allocation volumes and destinations for coal-fired power plants is the responsibility of the power generation operators, namely PT PLN (Persero), PLN Indonesia Power, and PLN Nusantara Power.

“The determination of coal volume and allocation destinations is set by PLN, PLN Indonesia Power, and PLN Nusantara Power as the owners of coal-fired power plants. These proposals are then submitted by the central generation management to the government for further assignment under the Domestic Market Obligation mechanism,” Mamit said.

Under this mechanism, the government—through the Directorate General of Mineral and Coal at the Ministry of Energy and Mineral Resources of Indonesia—holds authority to set policies, targets, and oversight of compliance with the Domestic Market Obligation (DMO) policy.

PLN EPI, he added, acts as the recipient of the coal allocation determined by the government and does not have authority to set national coal demand for electricity generation.

The total annual coal requirement for power plants operated by PLN and Independent Power Producers (IPP) is calculated based on operational plans prepared by each plant operator.

The current supply management mechanism refers to Government Regulation No. 39 of 2025, which amends Government Regulation No. 96 of 2021, as well as Ministerial Decree of Energy and Mineral Resources No. 399.K/MB.01/MEM.B/2023 regarding domestic coal supply obligations.

PLN EPI emphasized that the clear governance structure of coal supply within the PLN Group ecosystem contributes to strengthening Indonesia’s national energy security and supports the vision of energy self-sufficiency promoted by Prabowo Subianto.

By ensuring that every coal-fired power plant receives the appropriate coal supply in terms of volume, timing, and allocation, PLN EPI aims to maintain reliable electricity services across Indonesia—from Sabang to Merauke—during one of the country’s most important holiday periods. (*)
