Green Transformation: Urban Waste Turned into Electricity

Enviro News Asia, Jakarta — The Ministry of Environment (KLH) continues to advance concrete measures to tackle urban waste crises through the acceleration of Waste-to-Energy (WtE) facility development. Minister of Environment Hanif Faisol Nurofiq officially submitted the field verification results for potential WtE project sites to Rosan Perkasa Roeslani, CEO of the National Investment Management Agency Daya Anagata Nusantara (Danantara), in Jakarta.

The submission followed a limited coordination meeting led by the Coordinating Minister for Food Affairs on October 2, 2025.

Minister Hanif emphasized that the acceleration of WtE facility development is a strategic and forward-looking solution to transform environmental burdens into opportunities for clean energy.

“The development of WtE facilities is a concrete answer to the waste management challenges in major cities that generate more than 1,000 tons of waste daily. This technology will turn environmental burdens into renewable energy sources beneficial to society,” said Minister Hanif Faisol Nurofiq in Jakarta, Friday (October 10, 2025).

Joint field verification conducted by the Ministry of Home Affairs, Ministry of Energy and Mineral Resources (ESDM), Danantara, and PT PLN (Persero) identified seven agglomeration areas in six provinces as meeting the readiness requirements for WtE facility development:

  1. Yogyakarta Raya (Yogyakarta City, Sleman Regency, Bantul Regency)
  2. Denpasar Raya (Denpasar City, Badung Regency)
  3. Bogor Raya (Bogor City, Bogor Regency, Depok City)
  4. Bekasi Raya (Bekasi City, Bekasi Regency)
  5. Tangerang Raya (Tangerang Regency, South Tangerang City, Tangerang City)
  6. Medan Raya (Medan City, Deli Serdang Regency)
  7. Semarang Raya (Semarang City, Semarang Regency)

Two other regions — Jakarta and Bandung Raya — have not yet met the main requirements.
In Jakarta, the proposed 3.05-hectare site is located near Jakarta International Stadium (JIS) and densely populated residential areas, while Bandung Raya still faces technical and administrative land availability constraints.

KLH, in coordination with relevant ministries and agencies, will continue verification processes in other regions such as Bandar Lampung Raya and Serang Raya to ensure regional readiness for nationwide WtE program implementation.

“This process is an acceleration measure so that once the Presidential Regulation on Urban Waste Management through Renewable Waste-to-Energy Conversion is enacted by the President, WtE development can commence immediately,” added Minister Hanif.

The WtE program is expected to become a milestone in transforming national waste management — from a conventional disposal-based system to a sustainable energy-based one. The waste-to-energy technology is projected to significantly reduce waste volume, accelerate processing, and produce environmentally friendly electricity.

This strategic initiative reaffirms the government’s commitment to achieving a green economy and national energy independence through cross-sector collaboration.

“This transformation is not only about waste management but also about building a clean, sustainable, and energy-independent future for Indonesia,” concluded Minister Hanif. (*)
