Guatemala Advances Green Fiscal Reform with PAGE Support

Enviro News Asia, Guatemala — Guatemala is advancing green fiscal reform to address mounting environmental and climate challenges, with strategic technical support from the Partnership for Action on Green Economy (PAGE).

Approximately 75 percent of Guatemala’s population lives in areas highly vulnerable to droughts, storms, and floods. These risks are compounded by accelerated deforestation, rapid urbanization, soil degradation, and water pollution. While the country has established environmental regulations and institutions, limited technical capacity, financial resources, and coordination mechanisms have constrained effective implementation.

To respond to these challenges, Partnership for Action on Green Economy has provided targeted technical assistance to the Ministry of Finance of Guatemala and the Ministry of Environment and Natural Resources of Guatemala. The support focuses on operationalizing Guatemala’s Environmental Fiscal Strategy (EFA) and strengthening the integration of environmental priorities into fiscal planning.

The collaboration has enhanced institutional capacity to align national budget processes with environmental objectives and international climate commitments. By embedding sustainability considerations into fiscal policy, the government aims to improve policy coherence and ensure that environmental goals are reflected in public expenditure decisions.

Through the PAGE-supported initiative, Guatemala is demonstrating how fiscal instruments can serve as effective tools for environmental sustainability—translating policy commitments into budget allocations and concrete actions that benefit both people and the environment.

The green fiscal reform effort marks an important step toward strengthening climate resilience, improving environmental governance, and advancing inclusive sustainable development in Guatemala. (*)
