Indonesia and the UK Launch Phase Two of the UK PACT Energy Efficiency Program

Enviro News Asia, Jakarta – The Indonesian Ministry of Energy and Mineral Resources (MEMR), in collaboration with the UK’s Foreign, Commonwealth & Development Office (FCDO), has launched Phase Two of the UK PACT (Partnering for Accelerated Climate Transitions) Energy Efficiency Program.

The Director General of New, Renewable Energy, and Energy Conservation (EBTKE) at the MEMR, Eniya Listiani Dewi, stated that this partnership between the Indonesian and UK governments is a successful example of a sustainable strategic collaboration aimed at accelerating the implementation of energy efficiency, particularly in the green building sector.

“Since its launch in November 2022, UK PACT has acted as a catalyst for energy efficiency programs in Indonesia by strengthening market-based energy efficiency policies, developing two pilot green financing projects, and supporting regulatory enhancement and cross-sectoral coordination,” Eniya said during the launch of UK PACT Phase Two on Tuesday (June 3) in Jakarta, as cited in the official press release by the MEMR.

Since 2022, UK PACT has supported energy efficiency efforts in Indonesia, contributing to the drafting of Government Regulation No. 33 of 2023 on Energy Conservation and the formalization of Energy Saving Supervisors.

This support has helped enhance the capacity of MEMR to implement and monitor energy-saving programs.

UK PACT has also provided training and certification for energy managers, equipping them with skills in data collection, measurement, and benchmarking.

In parallel, local banks have been introduced to risk mitigation instruments such as Energy Savings Insurance (ESI) and partial credit guarantees, sparking interest in blended finance models that will continue to be developed in this new phase.

“In Phase Two, five new projects will be launched focusing on climate mitigation. These projects will help expand the scope of energy efficiency policies, mobilize green financing, and develop provincial and city-level energy roadmaps in partnership with local governments in Indonesia,” Eniya added.

Meanwhile, Amanda McLoughlin, the UK’s Director of International Development for Indonesia, said the launch of Phase Two of the UK PACT Energy Efficiency Program reflects the UK’s continued commitment to working with Indonesia on climate action and a just energy transition.

“The program launched today will assist small and medium-sized enterprises in adopting energy efficiency practices, build a portfolio of bankable projects, and develop various energy efficiency schemes while expanding successful pilot projects and strengthening energy efficiency capacity both nationally and through provincial governments,” Amanda stated.

The launch of UK PACT Phase Two was symbolically marked by the signing of an Implementation Agreement by the Director General of EBTKE and the UK Director of International Development for Indonesia.

The event also brought together stakeholders from government, civil society, and the private sector to reaffirm a shared commitment to advancing climate action and supporting Indonesia’s energy transition. (*)
