Ireland Launches €5 Million Fund to Accelerate District Heating Development

Enviro News Asia, Dublin — The Irish Government has launched a €5 million pre-construction fund to accelerate the development of efficient district heating projects across the country, marking a key step toward achieving national climate goals and enhancing energy security.

The funding, approved by Minister for Climate, Energy and the Environment Darragh O’Brien, aims to support early-stage development and design work for district heating networks. The initiative aligns with the District Heating Steering Group Report, which recommended financial support to address early-stage market challenges in Ireland’s heating decarbonisation efforts.

Administered by the Department of Climate, Energy and the Environment and financed through the Climate Action Fund, the pre-construction fund will serve as a pilot scheme to bridge the gap between project planning and full-scale capital investment. It will help developers prepare viable projects capable of accessing larger funding streams in the coming years.

Minister O’Brien highlighted the strategic role of the fund, stating, “This initial fund represents the first step in the journey toward building efficient district heating networks across Ireland. Future State funding will ensure the full construction of these projects in the years ahead.”

William Walsh, CEO of the Sustainable Energy Authority of Ireland (SEAI), emphasized the sector’s growth potential, noting that district heating has proven successful internationally. “District heating works really well in other countries and there’s huge potential for it here in Ireland. This pre-construction fund is designed to help the industry get off the ground,” Walsh said.

The Expression of Interest (EoI) process is now open through the SEAI website for public and private project sponsors who meet eligibility criteria. Only registered applicants will proceed to the next stage of consideration. Expressions of interest remain open until 12 December 2025, with applicants expected to be contacted by February 2026.

This initiative represents a crucial milestone in Ireland’s Climate Action Plan, which prioritizes district heating as a sustainable, low-carbon solution for densely populated areas with accessible heat sources, advancing both energy affordability and national decarbonisation goals. (*)
