Minister Mandates Waste Management at Rest Areas to Anticipate Holiday Surge

Enviro News Asia, Semarang — Indonesia’s Minister of Environment and Head of the Environmental Control Agency, Hanif Faisol Nurofiq, conducted inspections at seven strategic rest areas along the Trans-Java Toll Road to ensure proper waste management during the Christmas 2025 and New Year 2026 holiday period.

The inspection covered Rest Areas KM 57A, 88B, 102A, 166A, 228A, 287A, and 379A, which are expected to experience high visitor volumes amid peak year-end travel. The initiative aims to anticipate a significant increase in waste generation resulting from mass public mobility during the holiday season.

The inspections form part of the implementation of a circular issued by the Ministry of Environment and Forestry / Environmental Control Agency and the enforcement of Law No. 18 of 2008 on Integrated Waste Management. The regulation obliges operators of public facilities to manage waste generated within their premises comprehensively and responsibly.

During the site visits, Minister Hanif emphasized that rest area operators must take full responsibility for managing waste from its source. He stated that rest areas should serve as focal points for building a culture of proper waste management, supported by adequate waste segregation facilities, routine collection systems, and strong coordination with local governments.

In addition to monitoring infrastructure readiness, the ministry also assessed the performance of rest area operators. The minister warned that administrative enforcement measures, including government coercive sanctions, would be imposed on operators that fail to provide adequate waste management facilities within a six-month compliance period.

According to data from the National Transportation Policy Agency’s Christmas 2025 survey, an estimated 119.5 million people are expected to travel during the holiday season, representing 42.01 percent of Indonesia’s population and an increase of 2.71 percent from the previous year. This surge in mobility is projected to generate up to 59,000 tons of additional waste over approximately two weeks, largely from single-use packaging and travel-related consumption.

The Ministry stated that waste control efforts during the Christmas and New Year period are being carried out intensively at all locations with high waste generation potential. Through stricter supervision and enforcement, the government aims to transform rest areas into strategic nodes for promoting responsible waste management and environmental awareness during major national holidays.
