Parties Launch Belém Technology Implementation Programme at COP30

Enviro News Asia, Belém — Parties to the Paris Agreement adopted the Belém Technology Implementation Programme at the COP30 UN Climate Change Conference in Belém, marking a significant advancement in global cooperation on climate technology to support developing countries.

The Programme forms part of the broader Belém Political Package and initiates a new phase of strengthened, coordinated, and scaled-up support for technology development and transfer aligned with developing countries’ climate priorities. It emerged from outcomes of the first Global Stocktake conducted at COP28 in the United Arab Emirates and reinforces the central role of technology in achieving the objectives of the Paris Agreement.

The decision was adopted under the framework of the United Nations Framework Convention on Climate Change (UNFCCC) during COP30 in Belém, Brazil.

The Programme emphasizes country-driven approaches and outlines key elements aimed at accelerating implementation. These include addressing barriers to technology development and transfer; strengthening enabling environments and national innovation systems; integrating technology priorities into national climate strategies and plans; building capacity to develop project concept notes and fundable proposals; facilitating partnerships and matchmaking; and mobilizing financial and non-financial resources.

Simon Stiell, Executive Secretary of the UNFCCC, stated that the adoption of the Programme signals a shift toward improved delivery of climate technologies, particularly benefiting developing nations. He affirmed that the UN Climate Change secretariat stands ready to support the Programme’s implementation and acknowledged Austria’s early voluntary contribution to enable the secretariat to fulfill new mandates from Parties.

Parties have mandated the Technology Executive Committee (TEC) and the Climate Technology Centre and Network (CTCN) to integrate the Programme’s elements into their respective workplans and joint programmes of work. They will convene global and regional dialogues and submit annual progress reports. The Programme will run at least through 2034 and will undergo review during future Global Stocktakes.

The decision further invites financial institutions and climate funds—including the Green Climate Fund (GCF), the Global Environment Facility (GEF), and the Adaptation Fund—alongside multilateral development banks, United Nations entities, private sector actors, and philanthropic organizations to support implementation efforts.

The first global in-session dialogue under the Programme is scheduled for June 2027. The dialogue will provide a platform for Parties and stakeholders to exchange views and advance climate technology implementation. Both Party and non-Party stakeholders have been invited to submit proposed discussion topics.
