Prof. Dr. Reda Manthovani Highlights the Urgency of Prosecutorial Intelligence in National Defense in the Digital Era at UPNVJ’s 48th Anniversary

Enviro News Asia, Jakarta – Prof. Dr. Reda Manthovani, S.H., LL.M., Deputy Attorney General for Intelligence at the Attorney General’s Office of the Republic of Indonesia, delivered a scientific oration at the University Open Session held to commemorate the 48th Anniversary of Universitas Pembangunan Nasional “Veteran” Jakarta (UPNVJ) on Friday (28/11/2025). In his address, he emphasized that national defense in the digital era requires new, adaptive approaches that align with rapid technological developments.
In his oration titled “The Role of Prosecutorial Intelligence of the Republic of Indonesia in the Framework of National Defense,” Prof. Reda explained that national defense is no longer limited to military strength; it must also include strengthening social, legal, ideological, and informational resilience. Modern threats—ranging from deepfakes and disinformation to AI-driven cyberattacks—demand heightened vigilance and improved digital literacy across society.
He underscored that Indonesia, as an archipelagic nation with diverse ethnicities and languages, needs a national security model rooted in Pancasila, the 1945 Constitution, the Unitary State of the Republic of Indonesia (NKRI), and Bhinneka Tunggal Ika. “Technological advancement can become a threat if misused,” Prof. Reda noted, referencing the rapid growth of crimes categorized under Artificial Intelligence Crime (AIC).
Prof. Reda elaborated that the Prosecutorial Intelligence division carries an essential mandate through its early warning and early detection functions to prevent potential instability before it escalates. This strategic role is implemented through various preventive programs, including: Jaksa Garda Desa (Prosecutors for Village Security), Jaksa Mandiri Pangan (Prosecutors for Food Security), Strategic Development Safeguarding Program (PPS), and Jaksa Masuk Sekolah (JMS) (Prosecutors Go to School)
These initiatives, he emphasized, not only create preventive effects against legal violations but also support community welfare and reinforce a modern rule-of-law state.
Prof. Reda also acknowledged UPNVJ’s 48-year journey, rooted in the patriotic spirit of Indonesia’s independence veterans. He stressed that universities play a crucial role in non-military national defense by producing human resources who are ethical, critical thinkers, and legally literate. “Higher education is the nation’s soft defense agent,” he asserted. Collaboration between academic institutions and the prosecution service is viewed as essential in addressing contemporary issues such as radicalism, corruption, and the spread of hoaxes.
Concluding his oration, Prof. Reda encouraged UPNVJ to enhance its contributions to realizing Indonesia Emas 2045 by strengthening synergy between education, law enforcement, and digital innovation.
