Enviro News Asia, Paris — The First Synthesis Report of Biennial Transparency Reports (BTRs) marks a significant milestone in the ongoing implementation of the Paris Agreement. With the submission of over 100 Biennial Transparency Reports, countries have demonstrated their active engagement in translating commitments into practical, real-world climate actions across all sectors of their economies and societies.
Based on data from the first 109 BTR submissions, this synthesis report by UN Climate Change provides an initial overview of how countries are progressing toward their climate goals, based on information reported up to 2022.
The findings reveal that climate actions are being implemented systematically, generating measurable progress. However, efforts need to be broadened and accelerated to achieve global targets. Across regions, nations are operationalizing the Paris Agreement through stronger policies, new institutions, and whole-of-society approaches that are driving real economic transformation.
Examples of this progress include renewable energy expansion, electric vehicle adoption, energy efficiency improvements, reforestation initiatives, and emission trading systems. Additionally, there is increasing emphasis on adaptation strategies as an integral part of national climate action plans.
The report identifies both key enablers and barriers to progress. Among the enablers are the need for increased and higher-quality climate finance, robust data and transparency systems, and inclusive, just transitions that ensure widespread social and economic benefits. Conversely, barriers include capacity and data gaps, as well as shortfalls in financial and technological support, particularly for developing nations.
While the report reflects data up to 2022, it acknowledges that further advancements have likely occurred since, as seen in the latest reports on Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs). These newer findings indicate expanding evidence of whole-of-economy and whole-of-society climate planning and implementation.
Looking ahead, future BTR synthesis reports are expected to reflect stronger transparency systems, improved data reliability, and enhanced capacity building, marking a new era of informed, data-driven climate action.
As the world prepares for COP30 in Belém, this report offers timely insights that underscore the need for countries to accelerate the pace of climate action. COP30 must reaffirm global commitment to climate cooperation under the Paris Agreement and connect climate solutions to tangible benefits — including stronger economies, more jobs, better health outcomes, resilient communities, and affordable clean energy.
In conclusion, the report — along with recent analyses on NDCs and NAPs — confirms that the Paris Agreement is working, catalyzing climate action across economies and societies. However, the speed of progress remains insufficient in the face of escalating climate impacts.
