Pre-COP30: Brasília to Host Climate Negotiators on October 13–14

Enviro News Asia, Brasília – Brazil’s federal capital will host Pre-COP30 on October 13–14, 2025. While not part of the official UNFCCC calendar, the Pre-COP is a preparatory ministerial-level meeting designed to build consensus ahead of COP30, scheduled for November 10–21 in Belém, Pará.

Around 65 delegations from UNFCCC member countries have been invited to participate in the event, which traditionally takes place one month before the Climate Conference. More than 600 attendees, including negotiators and observers, are expected at the Brasil International Convention Center (CICB) in Asa Sul, with sessions running daily from 9 a.m. to 6 p.m.

The gathering will provide a platform for countries to reflect on the first decade of the Paris Agreement, while addressing key climate priorities such as adaptation, just energy transition, forests, renewable energy, and follow-up actions from the Global Stocktake (GST).

The opening ceremony is expected to be attended by President Luiz Inácio Lula da Silva, alongside senior government officials including Foreign Minister Mauro Vieira, Environment and Climate Change Minister Marina Silva, Minister of Indigenous Peoples Sonia Guajajara, and Finance Minister Fernando Haddad. COP30 President Ambassador André Corrêa do Lago, COP30 Executive Director Ana Toni, and Secretary for Climate, Energy and Environment Ambassador Mauricio Lyrio will also be present.

Brazil’s candidacy to host COP30 was first announced by President Lula at COP27 in Sharm el-Sheikh in November 2022. It was later endorsed by the Group of Latin American and Caribbean States in May 2023. During COP28 in Dubai, in December 2023, Brazil was unanimously elected as the host. The country’s presidency will formally begin in Belém in November 2025 and continue until November 2026. (*)
