Enviro News Asia, Manila — Department of Environment and Natural Resources (DENR) has launched a mobile permitting initiative called “Permitting on Wheels” to simplify environmental licensing for small and medium-sized enterprises (SMEs) across the Philippines.
The program, introduced under the directive of Ferdinand Marcos Jr., aims to reduce travel time, costs, and administrative burdens by bringing permitting services directly to local communities on a monthly basis.
DENR Secretary Juan Miguel Cuna said the initiative addresses long-standing challenges faced by entrepreneurs who previously had to travel to distant regional offices and make repeated visits due to incomplete requirements.
“Instead of citizens going to DENR offices, we are now bringing services directly to them,” he stated.
The program was rolled out nationwide on April 14–15, with the main launch held in Manila alongside local officials, including Mayor Isko Moreno.
Through mobile hubs, personnel from the Environmental Management Bureau (EMB) provide on-site assistance for permits related to air and water quality, hazardous waste management, environmental impact assessments, and wildlife transport.
Applicants can also process permits directly at the site, including tree cutting permits, wastewater discharge permits, and Certificates of Non-Coverage.
The initiative offers real-time document validation, one-on-one technical support, and access to digital tools, helping businesses avoid delays and reduce operational disruptions.
DENR plans to institutionalize “Permitting on Wheels” as a regular monthly service, ensuring consistent and accessible public service delivery while supporting business growth and environmental compliance. (*)
