Enviro News Asia, Jakarta – The Ministry of Forestry has continued to strengthen the implementation of carbon trading as part of efforts to support the achievement of national emission reduction targets while opening up new opportunities to improve community welfare. The commitment was underscored by the presence of Minister of Forestry Raja Juli Antoni and Vice Minister of Forestry Rohmat Marzuki at the launch of the Carbon Unit Registry System (SRUK) organized by the government.
The SRUK launch marks an important milestone in building national carbon trading governance that is transparent, integrated, and high-integrity. The system serves as a national registry for recording, tracking, and managing all of Indonesia’s carbon units, enhancing the credibility of carbon trading at both the national and international levels.
Minister of Forestry Raja Juli Antoni stressed that forestry sector carbon trading does not stop at the launch of the registry system — implementation has already begun.
“On the 6th, we officially launched after issuing permits to four PBPH holders who can now begin trading: three PBPH concessions and one Social Forestry scheme. This also signals that carbon trading, as Minister Jumhur said, is not only for the elite or those who have long been advantaged, but also for those at the very bottom, at the field level, including our 8.3 million Social Forestry beneficiaries who will be able to enjoy carbon trading, including 1.4 million customary forest communities who we will also empower together,” Raja Juli Antoni said.
He said these steps demonstrate the government’s commitment to implementing carbon trading in a phased manner, running regulatory processes in parallel so that completed regulations can be implemented immediately without waiting for all cross-sectoral regulations to be finalized.
Vice Minister of Forestry Rohmat Marzuki said the Ministry has prepared the regulatory framework as a foundation for forestry sector carbon trading implementation, having already issued Forestry Ministerial Regulation No. 6 of 2026 on carbon trading procedures, and granted approvals to three PBPH units for ecosystem rehabilitation and restoration, and one Social Forestry unit in the form of a Village Forest, covering a total of 224,000 hectares.
The four units hold a carbon trading potential of 31.7 million tonnes of CO2 equivalent, with estimated transaction value of around Rp 5 trillion and projected non-tax state revenue (PNBP) contributions of around Rp 500 billion. The Vice Minister affirmed that forestry sector carbon trading must deliver benefits not only for private parties or investors but also for communities.
The SRUK launch received broad support from ministries and agencies. Financial Services Authority (OJK) Board of Commissioners Chairman Friderica Widyasari Dewi said the integration of SRUK with the Indonesia Carbon Exchange will strengthen transparency, improve market integrity, and make SRUK the single source of truth for national carbon trading records.
Presidential Special Envoy for Climate and Energy Hashim Djojohadikusumo said the presence of SRUK proves Indonesia’s readiness to build a credible carbon market, noting that many international investors and market players are already ready to participate in Indonesia’s carbon market.
Through SRUK, the government has established a single national registry system supporting the recording of Carbon Economic Value (NEK) instruments, ensuring the transparency and traceability of every carbon unit, and supporting the achievement of Indonesia’s NDC targets toward a low-carbon economy.
For the Ministry of Forestry, the SRUK launch strengthens national carbon trading governance, while the already-begun implementation of forestry sector carbon trading demonstrates the government’s commitment to expanding the benefits of carbon trading for communities while supporting the achievement of Indonesia’s emission reduction targets.
