GGGI and TGO Forge Landmark Partnership to Accelerate Thailand’s Net-Zero Transition

Enviro News Asia, Bangkok – The Global Green Growth Institute (GGGI) and the Thailand Greenhouse Gas Management Organization (TGO) have signed a Memorandum of Understanding (MoU) to strengthen cooperation on Thailand’s net-zero transition and position the country as a regional carbon market hub within Association of Southeast Asian Nations (ASEAN).

The signing ceremony took place at Thailand’s Ministry of Natural Resources and Environment and was formalized by Sang-Hyup Kim, Executive Director of GGGI, and Nakorn Tangavirapat, Executive Director of TGO.

The MoU establishes a structured, high-level platform for collaboration across three core pillars: advancing carbon market integrity, mobilizing green finance, and strengthening national and regional capacity. Both organizations aim to reinforce the ecosystem for high-integrity carbon markets by promoting best practices under Article 6 of the Paris Agreement and strengthening standards for carbon credit generation.

The partnership will also focus on reducing investment barriers, supporting stakeholders in setting Science-Based Targets (SBTs), and accelerating the deployment of innovative technologies—including Artificial Intelligence—to address industrial decarbonization challenges. In addition, the agreement seeks to connect financial institutions with low-carbon project developers to facilitate credible and scalable climate investments.

Nakorn Tangavirapat described the partnership as a milestone in Thailand’s net-zero journey, emphasizing that combining TGO’s technical expertise in greenhouse gas management with GGGI’s global experience will enhance the credibility and international recognition of Thailand’s carbon market mechanisms. He noted that the collaboration will help bridge the gap between policy and implementation while strengthening Thailand’s role as a regional climate leader.

Sang-Hyup Kim highlighted Thailand’s strategic position as a regional implementation hub for ASEAN and stated that the MoU provides a foundation for deeper collaboration under key initiatives such as the Thailand Carbon Neutral Network (TCNN) and the High Integrity ASEAN Carbon Initiative (HACI).

He also welcomed Thailand’s recent milestone in securing approval from the International Civil Aviation Organization (ICAO) for its Premium T-VER scheme under the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA). This recognition makes Thailand’s national carbon crediting programme the only one in ASEAN currently fully eligible under the global aviation carbon market framework.

By harmonizing carbon policies and building an interoperable regional market, both organizations aim to transform climate ambition into an economic driver for green growth across Southeast Asia. (*)
