Ghana Launches FLEGT Licensing, Strengthening Legal Timber Trade and Forest Governance

Enviro News Asia, Brussels — Ghana has officially commenced the issuance of FLEGT (Forest Law Enforcement, Governance and Trade) licenses, marking a historic milestone in the country’s 16-year journey toward legal and sustainable timber trade. A series of events in Brussels this week celebrated the start of EU–Ghana FLEGT licensing, initiated on 8 October, signifying stronger global cooperation in forest governance.

The EU–Ghana Voluntary Partnership Agreement (VPA) establishes a Timber Legality Assurance System (TLAS) ensuring that all exported timber complies with national laws and sustainability principles. This milestone enhances environmental protection, promotes reforestation, and supports Ghana’s green economy.

Hugh Brown, Acting Chief Executive of the Ghana Forestry Commission, stated that the FLEGT framework “brings clarity to forest law and its enforcement,” ensuring that all stakeholders align with legal standards.

The EU remains Ghana’s largest market for processed wood, with exports valued at EUR 26 million in 2024. EU Ambassador to Ghana Rune Skinnebach emphasized, “The FLEGT licenses elevate our partnership to a new level, reinforcing our shared vision for green growth and sustainability.”

Civil society representative Albert Katako noted that the VPA has improved forest governance, strengthened community investment, and enhanced the financial performance of forest concessions. The FAO, a key partner since the beginning, supported Ghana in developing its legality verification system and promoting transparency in timber production and trade.

Marc Vandenhaute, Team Leader of the FAO FLEGT Africa and Latin America Facility, congratulated Ghana and the EU, adding that “this achievement embodies FAO’s commitment to sustainable forest management and resilient value chains.”
