Indonesia’s New Carbon Market Regulations Drive Issuance of Forestry Carbon Credits

Enviro News Asia, Jakarta – The implementation of Indonesia’s latest carbon market regulations has marked an important milestone in the development of a high-integrity carbon market, enabling the first forestry carbon credits to be issued under the Verra standard. In line with this, Verra is preparing to issue carbon credits for three forestry projects in Indonesia that have met all regulatory requirements and received approvals under Indonesia’s national carbon market framework.

The three projects are the Sumatra Merang Peatland Project (ID 1899), the Katingan Peatland Restoration and Conservation Project (ID 1477), and The Mayas Project (ID 3591). Collectively, the three projects are estimated to generate 31,659,185 tonnes of CO2 equivalent (tCO2e) in Estimated Reductions and Removals (ERRs) across their respective verification periods.

Under applicable regulations, all forestry projects are required to be registered and receive approval from the Ministry of Forestry to ensure alignment with the national carbon accounting system and Indonesia’s emission reduction commitments. Following the receipt of these approvals, Verra can complete the final stages of carbon credit issuance. Through close coordination with the Ministry of Forestry, Verra has aligned its project validation and credit issuance processes with Indonesia’s national carbon governance framework.

Indonesia will also record all carbon credits issued for the three projects through the Carbon Unit Registry System (SRUK) for national reporting purposes. To support this process, Verra, together with the Ministry of Forestry and relevant ministries and agencies, is developing data connectivity through an Application Programming Interface (API) linking the Verra Registry, SRUK, and Indonesia’s Carbon Exchange (IDXCarbon), enabling comprehensive traceability using blockchain technology.

Director General of Sustainable Forest Management Laksmi Wijayanti said the issuance of the first forestry carbon credits under the new national carbon market regulations is an important step in supporting Indonesia’s climate change and sustainable development agenda.

“By integrating international best practices into a robust national oversight system, Indonesia demonstrates that a high-integrity carbon market can deliver real, measurable emission reductions while fully maintaining national accountability. This milestone not only supports the achievement of Indonesia’s Nationally Determined Contribution but also ensures that climate finance delivers real benefits for communities while preserving Indonesia’s forests and peatlands for present and future generations,” Laksmi said.

Verra Chief Executive Officer Mandy Rambharos congratulated the Indonesian government on successfully building a model that not only supports the growth of high-integrity carbon projects but also strengthens national oversight and accountability.

“By combining the rigorous standards and global reach of independent certification programs like Verra with the transparency of Indonesia’s national registry system, both project developers and buyers will have greater confidence in the carbon market. Ultimately, this will accelerate emission reductions while channeling climate finance to communities across Indonesia,” Mandy said. (*)
