Indonesian Minister of Forestry Urges Realistic and Inclusive Second NDC Drafting

Enviro News Asia, Jakarta — Minister of Forestry Raja Juli Antoni emphasized the importance of drafting Indonesia’s Second Nationally Determined Contribution (NDC) document in a realistic, inclusive, and data-driven manner that is executable.

This was conveyed in his remarks at the Discussion Forum on the Preparation of the Second NDC with members of the Friends of NDC, held in Jakarta on Monday (16/06/2025).

In this cross-sectoral forum, Minister Raja Juli Antoni expressed high appreciation to the Minister of Environment and the drafting team for their hard work in preparing the Second NDC draft.

However, he stressed that the document must be more realistic and technocratic, ensuring that it can be implemented in accordance with Indonesia’s global commitments.

“Of course, we want to uphold our good reputation on the international stage. We must submit a document that is executable. Because if we set an overly ambitious target and end up failing to meet it, it could damage the image of the diplomacy we are striving to build,” he asserted, as quoted in the official statement from the Ministry of Forestry.

Minister Raja Juli reminded that Indonesia, as part of the international community, holds a moral and diplomatic responsibility in addressing the global climate crisis. However, he underlined that Indonesia’s diplomatic image must be supported by the realities on the ground.

In the context of the forestry and other land use (FOLU) sector, Minister Raja Juli noted that the net sink target of -93.7 million tons of CO₂ equivalent (low scenario) to -119.9 million tons of CO₂ equivalent (high scenario) by 2030 is ambitious and must be approached realistically.

This includes considering various aspects of national development, such as food security and bioenergy development.

“We have domestic interests, we have economic interests, and we have political interests. So, the commitment must be maintained by developing a more realistic data calculation,” he said.

Minister Raja Juli urged all sectors to complete their respective tasks and provide solid data contributions to support the national targets. He proposed a transparent, inclusive, and participatory approach in drafting the NDC, ensuring the final document genuinely represents national conditions and capacity.

“Our international image must be beautifully presented, but that beauty must reflect reality—not just ‘cosmetic’ polish. It should be something we can actually deliver,” said Minister Raja Juli, concluding his remarks.

The Friends of NDC forum serves as an essential part of the government’s efforts to ensure that the drafting of Indonesia’s Second NDC is open, inclusive, and based on cross-sectoral data.

The Ministry of Forestry will continue to provide positive contributions throughout the consultation process until a credible and implementable Second NDC document is achieved. (*)
