Non-Tax State Revenue of the Ministry of Environment Exceeds Target by 543%

Enviro News Asia, Jakarta — The Ministry of Environment/National Environmental Control Agency (KLH/BPLH) has achieved an exceptional performance in managing Non-Tax State Revenue (PNBP) in 2025. As of the third quarter, PNBP realization reached Rp509.38 billion, or 543.21% of the annual target of Rp93.77 billion. This fivefold achievement underscores the success of productive, accountable, and high-integrity environmental governance.

PNBP serves as an essential funding source to strengthen national environmental programs. The surge in revenue results from effective policy coordination, enforcement, and innovative public services that encourage compliance among businesses, optimize laboratory services, and expand access to environmental education and training across Indonesia.

“Every rupiah of PNBP is not merely a financial figure, but a tangible expression of our commitment to protecting the Earth for future generations. This achievement reinforces the Ministry’s strategic efforts to address environmental challenges while ensuring that national development aligns with ecological sustainability,” said Minister of Environment Hanif Faisol Nurofiq, Tuesday (October 9).

All PNBP management processes at KLH/BPLH comply with Minister of Finance Regulations No. 155/2021 and No. 58/2023, as well as Government Regulations No. 36/2024 and No. 47/2023, which regulate types and rates of non-tax revenues. These regulations provide a legal framework for managing revenues from environmental licensing, laboratory testing, certification, and training services.

Reporting and monitoring are conducted in real time through the integrated ssdpnbp.kemenkeu.go.id digital portal managed by the Ministry of Finance. This system ensures that all work units report PNBP projections, realizations, and deviations accurately and transparently, allowing every public fund flow to be properly tracked.

PNBP funds are allocated to programs with tangible environmental benefits — including rehabilitating over 15,000 hectares of degraded land, strengthening the national air quality monitoring system, improving environmental laboratory infrastructure, and building local environmental monitoring capacity. The funds also support data-driven research and policy development to enhance sustainable natural resource management.

With revenues exceeding the target by more than fivefold, KLH/BPLH demonstrates that effective environmental management not only preserves ecological balance but also makes a significant contribution to state revenue and the advancement of a green economy. (*)
