Vice Minister Calls for Higher Waste Management Rates and Fewer Legal Violations

Enviro News Asia, Jakarta— Vice Minister of Environment and Vice Head of the Environmental Control Agency (KLH/BPLH), Diaz Hendropriyono, called for a significant increase in Indonesia’s waste management performance while urging a reduction in legal violations in the waste sector.

Speaking on the second day of the 2026 National Coordination Meeting on Waste Management at Balai Kartini, Jakarta, Diaz stressed that national waste management indicators must improve across the board. “All waste management figures must increase — the number of TPS3R facilities must rise, integrated waste processing sites (TPST) must increase, and refuse-derived fuel (RDF) production must grow. However, one figure must decrease — the number of legal cases related to waste violations — as this will indicate that management practices are improving,” he stated.

Diaz emphasized that waste has become a critical issue that can no longer be postponed and requires cross-sectoral collaboration and active public participation. He underlined that efforts must not only focus on downstream waste handling but also strengthen upstream measures in line with existing regulations.

He referred to Law No. 18/2008 on Waste Management, which outlines the authority and responsibilities of provincial and district or municipal governments. The law provides comprehensive guidance for communities, defines government mandates, and includes sanctions for non-compliance.

Despite the delegated authority to regional governments, Diaz affirmed that KLH/BPLH will continue to act in accordance with national legislation, particularly Law No. 32/2009 on Environmental Protection and Management and Law No. 18/2008. He explained that the Ministry may serve as a “second line of enforcement” when regional authorities fail to take necessary action against violations.

During the meeting, Diaz also congratulated regions that demonstrated strong performance in waste management and received recognition from KLH/BPLH on the first day of the event. He commended the cities of Surabaya, Balikpapan, and Ciamis for earning the “Towards Clean Regency/City” certificate and expressed hope that more regions would achieve the prestigious Adipura and Adipura Kencana awards in the coming years.

The two-day National Coordination Meeting, held on 25–26 February 2026, gathered senior government officials and regional leaders. Attendees included Coordinating Minister for Food Affairs Zulkifli Hasan, Minister of Environment and Head of KLH/BPLH Hanif Faisol Nurofiq, Minister of Home Affairs Tito Karnavian, Minister of Population and Family Development/Head of BKKBN Wihaji, and Deputy Minister of Villages and Development of Disadvantaged Regions Ahmad Riza Patria, alongside representatives from relevant ministries and regional heads from across Indonesia.

Through the coordination meeting, KLH/BPLH aims to achieve the national waste management target of 63.41 percent in 2026 and 100 percent by 2029. Diaz stressed that meeting these targets will help systematically reduce legal violations and address Indonesia’s waste challenge in a more sustainable and structured manner. (*)
