World Bank Vice President for South Asia Visits Bhutan, Reaffirms Strong Development Partnership

Enviro News Asia, Thimphu — The World Bank’s Vice President for South Asia, Johannes Zutt, concluded a five-day official visit to Bhutan, reaffirming the World Bank Group’s enduring partnership with the Kingdom and its expanding support for Bhutan’s ambitious development agenda.

During his visit from November 4 to 9, Zutt inspected the site of the proposed 1,125 MW Dorjilung Hydroelectric Power Project in eastern Bhutan — the country’s largest hydropower initiative being developed under a Public-Private Partnership (PPP) model. The project represents a cornerstone of Bhutan’s national strategy to enhance energy security, stimulate economic growth, and generate employment opportunities. The World Bank Group has mobilized its institutions — IDA, IBRD, and IFC — to jointly support the project’s development.

“The Dorjilung hydropower project could be a game-changer, bringing together public and private investment to deliver clean energy, create jobs, and strengthen Bhutan’s fiscal resilience through energy exports,” said Zutt. “It also exemplifies how the World Bank Group can mobilize resources across its institutions to drive transformational impact, for Bhutan as well as for the South Asia region.”

Zutt also held high-level meetings with His Majesty The King Jigme Khesar Namgyel Wangchuck, His Majesty the Fourth King Jigme Singye Wangchuck, Prime Minister Tshering Tobgay, and Finance Minister Lekey Dorji. These discussions focused on deepening development cooperation, strengthening economic resilience, and supporting Bhutan’s long-term vision for sustainable and inclusive growth.

“I am delighted to return to this beautiful country and to have the opportunity to witness the Global Peace Prayer Festival. Bhutan has shown the world that it is possible to reduce poverty and boost economic growth while preserving nature and culture. The World Bank Group is proud to be part of this journey,” Zutt said.
“We will continue to help Bhutan build economic and climate resilience, mobilize private investment, and create quality jobs, particularly for its young people.”

The Dorjilung project underscores Bhutan’s growing emphasis on renewable energy and sustainable development, aligning with its commitment to carbon neutrality and regional energy cooperation. The initiative is expected to contribute significantly to South Asia’s clean energy transition while generating fiscal revenue for Bhutan through energy exports.

Zutt assumed his position as World Bank Vice President for South Asia on July 1, 2025, after previously serving as the World Bank’s Country Director for Bangladesh, Bhutan, and Nepal from 2013 to 2015. This visit marked his first official mission to Bhutan in his new capacity. He was accompanied by Jean Pesme, the World Bank’s Division Director for Bangladesh and Bhutan.

The visit reaffirms the World Bank Group’s strong commitment to supporting Bhutan’s national priorities — fostering economic diversification, building climate resilience, and empowering its people through innovation and sustainable growth. (*)
