President Prabowo Orders Acceleration of Waste Management Through Upstream-Downstream Scheme

Enviro News Asia, Jakarta — The government has reaffirmed its commitment to comprehensively resolve the waste problem by 2029, as targeted in the 2025–2029 National Medium-Term Development Plan (RPJMN).

This commitment was discussed during a closed meeting led by President Prabowo Subianto with several members of the Red and White Cabinet at the Merdeka Palace, Jakarta, on Tuesday, June 10, 2025.

Minister of Environment/Head of the Environmental Control Agency, Hanif Faisol Nurofiq, stated that President Prabowo had issued instructions to accelerate waste management by actively involving regional governments.

“The President has set a target in his RPJMN that the waste issue must be resolved by 2029. Therefore, we have prepared various strategies together through several approaches,” Hanif said in a statement to the media after the meeting, as conveyed in the official release from the Cabinet Secretariat of the Republic of Indonesia.

Hanif further explained that the approach includes upstream schemes such as Waste Processing Sites with Reduce, Reuse, Recycle (TPS-3R) and Integrated Waste Processing Sites (TPST), as well as downstream approaches like Waste to Energy (WTE) and Refuse-Derived Fuel (RDF).

President Prabowo also instructed his administration to immediately coordinate with regional governments, who hold responsibility under Law No. 18 of 2008 concerning Waste Management.

“So, together with the Minister of Home Affairs, as directed by the President, we will discuss further steps for resolution,” Hanif explained.

Minister of Home Affairs Tito Karnavian added that the President is deeply concerned about environmental issues, particularly waste, as it has become a serious problem in many regions.

The government has identified 33 Final Disposal Sites (TPA) as the main focus for waste-to-energy conversion efforts.

“That’s where the Waste to Energy mechanism will be used—converting waste into energy. Danantara will play a role in this effort,” said Tito.

Meanwhile, Minister of Investment and Head of BPI Danantara, Rosan Roeslani, expressed Danantara’s readiness to invest in regional Waste to Energy projects, while considering the established criteria.

Rosan also mentioned that Danantara would not act alone in the project.

“We will also invite the private sector to co-invest with Danantara in these Waste to Energy initiatives,” Rosan stated. (*)
